[C#][Handle APIVersion Request #PV1] Unexpected EoF

I have gone over multiple code samples and have tweaked the code to properly respond with 23 bytes. All the previous steps are passing but I am getting the error

[tester::#PV1] error reading from connection: unexpected EOF
[tester::#PV1] Test failed

Need some help on this.
